<p style="text-align: justify;"><span class="drop_cap">P</span>resque tous les hébergeurs web offrent maintenant un plan illimité, espace, bande, domaines … tout est infini. Mais comment est-ce possible ? Il y a surement une arnaque (y’en a toujours une) ! surtout avec le nombre croissant de ces hébergeurs et avec leurs compagnes de marketing agressives tout devient compliqué. <span id="more-1605"></span></p>
<p style="text-align: justify;">Deux ans pas très calmes avec mon ex-hébergeur hostmonster que je viens de laisser tomber m&#8217;ont aidé à voir plus clair. Alors commeçons par le commencement : hostmonster a bloqué mon site plusieurs fois pour avoir « causé des problèmes de performance à leurs serveurs », et pourtant … je payais un plan « Unlimited » ! <span style="text-decoration: line-through;">L’arnaque</span> L’astuce  se situe dans le fameux TOS (terms of service). En y cherchant, on y trouve des clauses qui définissent la signification de « Unlimited », et devinez quoi, ce n’est pas la définition du dictionnaire ! En somme, ils disent que les ressources doivent être utilisées de manière rationnelle, ils font souvent usage du terme « normal use », C’est subjectif diriez vous ? Oui et c’est justement ce qui leur donne une large marge de manœuvre : ils peuvent ajuster le niveau « de normalité » à leur guise et stopper tous les comptes qui menacent la « normalité » des serveurs.</p>
<p>Ceci dit, j&#8217;ai rassemblé ici quelques quelques conseils et astuces, qui – j’espère – vous permettront d&#8217;avoir une meilleure expérience que la mienne !</p>
<ol>
<li style="text-align: justify;">Si vous voulez avoir votre propre site et si vous débutez optez pour un hébergement gratuit, ceci vous donnera une bonne expérience des technologies et programmes existant sans dépenser un frank.</li>
<li style="text-align: justify;">Si vous avez un peu d’expérience et peu d’argent (vous devez en avoir un peu quand même) optez pour un plan illimité, le rapport qualité prix est bon, il faut cependant savoir que votre serveur hébergera en plus de votre site quelques 1500 à 2000 autres sites (le mien sur hostmonster faisait 2011 sites !), c’est ce que l’on appelle le « shared hosting ». Ne rêvez pas de ressources illimitées comme ils disent et sachez que si l’un parmi les 2K sites fait le malin, l’ensemble en paie les frais car vous partagez tous la même machine et la même IP, mais ne vous alarmez pas trop, car justement, les hébergeurs tiennent les commandes et punissent tous les bad boys.</li>
<li style="text-align: justify;">Si vous êtes un professionnel du web, vous allez opter pour un VPS ou un serveur dédié, mais ceci vous le savez déjà et je me demande d’ailleurs ce que vous foutez encore ici !</li>
<li style="text-align: justify;">Ne jamais enregistrer vos noms de domaines chez votre hébergeur car le jour ou votre compte sera bloqué, le management de tous vos domaines le sera aussi. Ils seront en quelque sorte pris « en otage » le temps que vous vous soumettiez aux ordres.</li>
<li style="text-align: justify;">Avant d’opter pour un package « illimité », demandez et comparer les détails, tous les  packages « illimités » se ressemblent mais sont différents, faites des check-lists, vérifiez les versions de php, de MySql, la possibilité de faire des cron jobs, ftp, l’accès SSH …</li>
<li style="text-align: justify;">N’hésitez pas à chatter avec eux pour voir leur degré de sérieux, vérifiez qu’il ne s’agit pas de robots (chat bots) qui vous guident dans une conversation pour vous donner ensuite un lien ou un numéro de téléphone. Posez toutes les questions possibles, c’est leur job de vous répondre. Mon hébergeur actuel veut me facturer $20 par an pour l’accès SSH et je l’ai découvert après coup car je n’ai pas posé la question avant, pourtant, d&#8217;autres hébergeurs offrent SSH gratuitement !</li>
<li style="text-align: justify;">Un hébergeur sérieux devrait aussi avoir un forum public ou les clients peuvent exposer leurs problèmes et échanger leurs expériences. Pas de forum veut dire pas de ressources humaines nécessaires pour le faire tourner ou bien trop de problèmes pour être exposés en public.</li>
<li style="text-align: justify;">Optez pour ceux qui offrent « cPanel » comme outil de gestion. Ce dernier c’est le standard dans l’industrie. Il permet la gestion très confortable des sites et regroupe toutes les taches possibles en un seul et unique endroit. Certains hébergeurs offrent une Démo de leur panneau de contrôle, essayez-le, c’est aussi important que les autres critères. Une minorité offrent des solutions maison, mais ce n’est presque toujours pas aussi réussi que cPanel. En plus, si un jour vous changez, vous ne serez pas perdus.</li>
<li style="text-align: justify;">Les informations personnelles que vous donnez doivent être correctes : les hébergeurs on une responsabilité juridique et donc l’obligation de vérifier avec qui ils traitent. Ils vous laisseront payer, puis vous demanderont des preuves d’identité et à défaut, vous diront bye sans vous rembourser car vous auriez enfreint une clause du TOS sur lequel vous vous êtes engagés.</li>
<li style="text-align: justify;">Ne vous fiez pas trop aux informations que vous trouvez dans les sites du genre « top 10 hosting review » ou « best hosting companies » ils sont presque tous des représentants commerciaux des boites d’hébergement et leurs analyses sont presque tout le temps baisées. Vous allez même trouver dans ces sites des témoignages d’utilisateurs « heureux et satisfaits », détrompez vous et vérifiez que les liens sur lesquels vous allez cliquer ne sont pas des « affiliate links » car si oui, tout l&#8217;article est bidon. Pour l’information, ces sites sont partout car l’hébergement (surtout le shared hosting) est très lucratif, il suffit d’imaginer 2000 sites sur un serveur (qui coute dans les $5000), l’abonnement est à $50 minimum par an, je vous laisse faire le calcul ! et puis pour voir les commissions, allez sur n’importe quel site d’hébergeur et cherchez le lien « Affiliates » et vous verrez par vous-mêmes.</li>
<li style="text-align: justify;">Ne donnez pas trop d’importance aux bonus du genre « Crédits Google AdWords, Yahoo, Miva ou M$&#8230; ». S’il est vrai que vous aller bénéficier de $50 de crédits pour publier des annonces et faire connaitre votre site, l’ouverture même d’un compte est souvent payante et vous devez en général donner votre numéro de carte de crédit. Donc, personnellement je ne considère pas ça comme un gros atout dans l’offre d’un hébergeur.</li>
</ol>
<p style="text-align: justify;">Finalement, quand vous décidez de foncer essayez ceci : Allez remplir les formulaires mais annulez au dernier moment et sans compléter vos information financières, validez puis fermez le navigateur. Un bon nombre d&#8217;hébergeurs essaient de rattraper les ventes ratées et soit vous sortent un pop-up avec une proposition de 50% de remise soit un « Responsable » de chez eux vous contacte par mail pour vous faire la même offre. Essayez aussi de chercher dans le web, des « coupons de réduction », ces coupons permettent aussi de faire de grosses économies.</p>

Je viens de faire une découverte fort intéressante. J&#8217;ai pensé utile de la partager : Fring est &#8216;<strong>Made in Israël</strong>&#8216; ou du moins et pour être objectif, les serveurs Fring sont en Israël.</p>

b) documented procedures established for the quality management system or reference to them&#8221;.</em><br />
<strong>A:</strong> Yes.</li>

Attention is also drawn to the connection between Clause 4.2.2 c) and Clause 4.1 b), where the organization is required to “determine the sequence and interaction” of the processes. On this problem of interpretation there is a divergence of opinion between an organization and a Certification Body.<br />

There is no requirement for an additional “review” (as defined in ISO 9000:2000 clause 3.8.7).</li>

<em>Background: Several companies that we audit have established some (but not all) of their quality objectives based on “YES/NO” criteria. Example “Achieve product certification for “xxxxxxx” product by November 2002”; or “Develop a new product to meet the requirements of the “YYYYY” market by March 2003”. In order to provide a consistent and technically accurate audit, we would like to know if these are considered to be “measurable objectives”.</em><br />

<em>Background: Some users interpret Clause 5.4.2 of the standard to require a document (quality plan) that describes the objectives and the responsibilities etc. This is in addition to the quality manual and procedures document already established to control the relevant processes.</em><br />
<strong>A:</strong> No</li>

<li><span style="color: #333399;"><strong>Clause 5.5.1 (N871r):</strong></span><br />
<strong>Q:</strong> Does Sub-clause 5.5.1, Responsibility and authority, address definition of responsibilities and authorities needed for an effective operation of the quality management system, not only for personnel involved in management of the system, such as the management representative and those who document, review and audit the system, but also for personnel involved in purchasing, production, development, testing, etc.?<br />
<em>Background Scenario: The question came up because of the fact that Clause 7.3.1 c) requires that the responsibilities and authorities for design and development have to be determined, while similar clauses like 7.2, 7.4 and 7.5 do not have such an explicit requirement.</em><br />
<strong>A:</strong> Yes.</li>
</ul>
<ul style="text-align: justify;">
<li><span style="color: #333399;"><strong>Clause 5.5.2 (N752):</strong></span><br />
<strong>Q:</strong> In our organization we have a management representative appointed by top management, who works for the company in a managerial capacity. He is not a permanent member of staff, but works full-time on a contract basis. Is it allowable under the standard, for such a person to act as the organization’s management representative?<br />
<strong>A:</strong> Yes.</li>
</ul>
<ul style="text-align: justify;">
<li><span style="color: #333399;"><strong>Clause 5.6.3 b) (N757):</strong></span><br />
<strong>Q:</strong> Outputs from the management review shall include decisions and actions on the &#8220;&#8221;improvement of product related to customer requirements&#8221;". If an improvement consists in the realization of a new product, does it respond to this specific requirement? (This clause is the only place where the improvement deals with the &#8220;&#8221;product&#8221;". In all other places the improvement concerns the &#8220;&#8221;effectiveness of the QMS&#8221;". But it&#8217;s not clear if the sentence &#8220;&#8221;improvement of product related to customer requirements&#8221;" intends to limit the improvement only to the products where the requirements have been already established (e.g. contractually). A clarification on this point will help users and auditors in understanding the extent of application of this requirement.)<br />
<strong>A:</strong> Yes, The realization of a new product to improve an old one could be one of the results of the management review (Clause 5.6.3 b).</li>

<strong>A:</strong> No, It is up to the organization to decide what records should be maintained.</li>

<strong>Q:</strong> In some countries, in order to perform professional work, a law requires that a professional be a member of the appropriate Order and that the Order prescribes its own rules. Some of the rules have an impact on the product. Are these rules of the professional Order to be considered requirements related to the product?<br />
<strong>A:</strong> Yes.</li>
</ul>

<li><span style="color: #333399;"><strong>Clause 7.2.1 a) (N647r):</strong></span><br />
<strong>Q:</strong> Does the word “specify” or “specified” quoted in various clauses require documentation? Clauses 7.2.1 a) and b), 7.3.3 d), 7.3.6 and others.<br />

<em>Background: This request for interpretation does not address the packaging process, but the package that is necessary to protect the product.</em><br />
<strong>A:</strong> Yes, The organization is, per sub-clause 7.5.5, responsible for preserving the conformity of the product. Preservation includes packaging. In cases where design and development of the package is necessary to preserve conformity, this has to be performed in accordance with Clause 7.3 of the standard.</li>
</ul>
<ul style="text-align: justify;">
<li><span style="color: #333399;"><strong>Clause 7.3.1 b) (N754):</strong></span><br />
<strong>Q:</strong> Does Clause 7.3.1 b) allow the organization to decide on the need, appropriateness and extent of the review, verification and validation to be carried out at each design and development stage?<br />
<strong>A:</strong> Yes, Review, verification and validation at each stage of design and development shall be determined by the organization according to 7.3.1.b and shall be performed according to 7.3.4, 7.3.5 and 7.3.6.</li>
</ul>
<ul style="text-align: justify;">
<li><span style="color: #333399;"><strong>Clause 7.4 (N812r):</strong></span><br />
<strong>Q:</strong> Do the requirements of Clause 7.4, Purchasing, also apply to products that are acquired without any payment being made?<br />

<strong>Q:</strong> Does Clause 7.4 apply to the purchase of products not intended for the organization’s customer if these purchases have an effect on subsequent product realization or the final product?<br />
<strong>A:</strong> Yes, All purchased products must conform to their specified purchase requirements, but the type and extent of the control applied depends on the effect the purchased product has on the final product or product realization process.</li>

<li><span style="color: #333399;"><strong>Clause 7.4.1 (N816r):</strong></span><br />
<strong>Q:</strong> Does Clause 7.4.1 require that records of evaluations of suppliers and any necessary actions arising from these evaluations be maintained by all organizations, irrespective of their size?<br />
<em>Background: In small companies where the owners are personally responsible for the purchasing of resources and know their individual suppliers, maintaining records of supplier assessments can be very bureaucratic.</em><br />
<strong>A:</strong> Yes.</li>

<li><span style="color: #333399;"><strong>Clause 7.4.3 (N639r):</strong></span><br />
<strong>Q:</strong> Does Clause 7.4.3 require records of the verification of purchased product?<br />

<em>Background: The organization provides transportation of orders (goods etc.) involving collection and dispatching services that can be monitored during their respective execution.</em><br />
<strong>A:</strong> No.</li>

<li><span style="color: #333399;"><strong>Clause 7.5.2 (N776):</strong></span><br />
<strong>Q:</strong> Does Clause 7.5.2, Validation of processes for production and service provision, require the validation of the equipment, locations and people involved?<br />
<em>Background: The original query implied that the question arose in relation to a hospital)</em><br />
<strong>A:</strong> No, Clause 7.5.2 does not say what shall be excluded from or included in validation of the process. It is up to the organization to determine which of the arrangements from a) to e) are applicable (refer also to 7.1).</li>

<strong>A:</strong> Yes, Clause 7.5.2 makes no reference to statutory and regulatory requirements. However these statutory and regulatory requirements are general and must be taken into account wherever applicable to the intended product (see the Note in Clause 1.1).</li>

<em>Background: The Client understands that all of the workers need to have all measuring devices calibrated or verified. The contract just requires compliance with ISO 9001:2000 in this case.</em><br />
<strong>A:</strong> No, Clause 7.6 requires calibration or verification of measuring equipment “where necessary to ensure valid results”. It could be more than measuring equipment for product<br />
release only (i.e.: verification of purchased products; in process inspection, etc.) but does not necessarily mean all measuring equipment. When the organization determines the monitoring and measuring required (as defined e.g. in clauses 4.1 a); 4.1 e); 7.1 c) and the first paragraph of 7.6), it shall decide which of them require calibration or verification of the measuring equipment because of the requirement of “valid results”.</li>

Clause 8.5.1 requires only the “improvement of the effectiveness of the quality management system”, with no mention to the “improvement of the product related to customer requirements”.</em><br />
<strong>A:</strong> No.</li>

<p style="text-align: justify;"><span id="more-559"></span>Cet appareil est compact, élégant (aluminium mat) et d’une finition impeccable, son flash est tout à fait honnête, la qualité des photos prises à la lumière naturelle est tellement impressionnante qu’on a tendance à ne plus vouloir utiliser le flash. Il est aussi pourvu de plusieurs gadgets : correction yeux rouges, stabilisateur d’images (quoi pas d’une grande utilité pour un appareil à zoom optique de 3x). L’IXUS 85 IS convient très bien au grand public, les professionnels de la photo n’apprécieront pas l’absence du format RAW ni des réglages manuels avancés (focus, exposition …), il offre cependant une dizaine de modes préprogrammés et un mode semi manuel qui à mon avis sont suffisant pour l’usage de Monsieur tout le monde. Le démarrage et l’extinction de l’appareil prennent moins d’une seconde et le temps qu’il prend entre deux images successives est d’environ deux secondes, ce qui est impressionnant comparé à d’autres appareils de la même gamme. Le rendu des couleurs est exceptionnel même quand le paysage est saturé, cependant et quand il y a un fort éclairage et un gros contraste, les zones sombres sont privilégiés par rapport aux zones claires qui perdent de leurs détails. La lentille présente aussi un petit défaut : la zone centrale de l’image est plus nette que les contours, j’ai aussi noté une légère distorsion dans les images à grand angle. Mais tout ceci ne diminue en rien de la qualité de ce petit bijou dont je ne m’en sépare plus et dont voici quelques photos prises avec.</p>

<h3 style="text-align: justify;">Implementation of accredited certification to ISO 9001:2008</h3>
<p style="text-align: justify;">ISO (International Organization for Standardization) and the IAF (International Accreditation Forum) have agreed an implementation plan to ensure a smooth migration of accredited certification to ISO 9001:2008, after consultation with international groupings representing quality system or auditor certification bodies, and industry users of ISO 9001 certification services.</p>
<h3>ISO 9001:2008 does not contain any new requirements</h3>
<p style="text-align: justify;">They have recognized that ISO 9001:2008 introduces no new requirements. ISO 9001:2008 only introduces clarifications to the existing requirements of ISO 9001:2000 based on eight years of experience of implementing the standard world wide with about one million certificates issued in 170 countries to date. It also introduces changes intended to improve consistency with ISO14001:2004<br />
The agreed implementation plan in relation to accredited certification is therefore the following: Accredited certification to the ISO 9001:2008 shall not be granted until the publication of ISO 9001:2008 as an International Standard (Done on the 15th of November 2008). Certification of conformity to ISO 9001:2008 and/or national equivalents shall only be issued after official publication of ISO 9001:2008 and after a routine surveillance or re-certification audit against ISO 9001:2008.</p>
<h3>Validity of certifications to ISO 9001:2000</h3>
<p style="text-align: justify;">One year after publication of ISO 9001:2008 all accredited certifications issued (new certifications or recertifications) shall be to ISO 9001:2008. Twenty four months after publication by ISO of ISO 9001:2008, any existing certification issued to ISO 9001:2000 shall not be valid.</p>
